The Conference will deliver the following planned sessions
After opening remarks by Head of the Cabinet of Ministers of the Kyrgyz Republic Mr. Akylbek Zhaparov, Director of National Investment Agency under the President of the Kyrgyz Republic Mr. Umbriel Temiraliev, respected Representatives of main partners of event ADB and UN agencies, the program overview will be delivered by Director of PPP center of National Investment Agency under the President of the Kyrgyz Republic Mr. Sanzhar Bolotov with focus on distinguished progress in PPP area in the Kyrgyz Republic.
As part of the event, conference participants will be able to get acquainted with the showcase of International Finance Institution's best practices on PPP development with focus on Kyrgyz Republic. This part of the event will include individual sessions of ADB, EADB, IsDB and EBRD, where participants will receive information on the further prospects for the development of PPPs, as well as receiving relevant and useful information about the strengths and benefits of using the PPP mechanism in infrastructure development, PPP advantages in Eurasian platform, Islamic Finance for PPP infrastructure projects, view and successful practices of EBRD and role of ADB as a main partner on PPP development in the Kyrgyz Republic.
The sessions will be held in such areas as: energy, transport and healthcare, they will demonstrate and analyze in detail successfully applied PPP practices in the above-mentioned sectors of the economy. The sessions will be attended by representatives of international finance institutes, PPP experts and Government representatives of the Kyrgyz Republic. As a result of the sectoral sessions, it is planned to sign agreements on cooperation between international finance institutions, relevant sectoral ministries and international private companies (PFI) on promotion and implementation of PPP projects.
This session will be delivered by UN Agencies as United Nations Economic Commission for Europe (UNECE) and United Nations Children’s Fund (UNICEF). Within Session it will be presented Evaluation Methodology on PPP for SDG's and Review of successful PPP international experience in preschool education.
Panel discussion between representatives of Government of the Kyrgyz Republic, ADB, WB (IFC), UNECE, EADB, ISDB on providing support programs in field of PPP with announcing the results and future perspectives of collaboration.
Thematic Session: "Enhancement of National PPP policies"
Within the framework of Conference PPP thematic sessions will be delivered. First session "Enhancement of National PPP policies" will be organized with participation of leaders of PPP agencies from various countries, advisory companies and representatives of Business Ombudsmen Institute of the Kyrgyz Republic. Within this session it will be presented a comparative analyses of PPP policies in region and experience share on best application practices of PPP policy and protection of private investments.
Thematic Session: "PPP Education technologies"
Second thematic session will be dedicated to PPP education technologies with aim on enhancing capacity building of PPP experts in the region. Capacity building plays a key role in enhancement of PPP institutional base in countries. This session will be delivered with participation of Public Administration Academy under the President of the Kyrgyz Republic, Education Center under Ministry of finance, Kyrgyz Economic University, Authorized training organization PPP Expertise Eurasia and partners from Infrastructure Project Authority UK.Under the auspices of the conference, other training events will also be held for public authorities with various specific PPP thematics.
Awarding ceremony
Within the framework of the conference, in order to encourage guests and participants of the event for active assistance and contribution to the development of the PPP mechanism, as well as to stimulate further promotion of PPP in the Kyrgyz Republic, the First award ceremony for PPP entities in the Kyrgyz Republic will be held in such categories as: “PPP Project of the Year ”, “For contribution to the development of PPP”, “Innovative project of the year”, etc.
