About PPP
PPP Center has been created according to Resolution of the Government of the Kyrgyz Republic About creation of Public Institution "Center of Public-Private Partnership" under KR Ministry of Economy dated June 28, 2019
Objectives of PPP Center
The objectives of PPP Center are coordination of projects of Public-Private Partnership and promotion of PPP mechanisms in various socially important industries of the Kyrgyz Republic through the development of a necessary management system for PPP projects, including assistance for public partners (as they are defined in the Law of the Kyrgyz Republic On Public-Private Partnership) in searching for, initiation, preparation, implementation and monitoring of PPP projects.
Targets of PPP Center
The target of the Public Institution "Center of Public-Private Partnership" is to promote projects of Public-Private Partnership of the public and municipal infrastructure in the Kyrgyz Republic through encouragement of private investments and managerial experience of the private sector using PPP mechanisms.

Functions of PPP Center
—
implements approved PPP development programs and plans in the Kyrgyz Republic, provides assistance to the Ministry in monitoring of execution of such programs and plans by public bodies and local government bodies, other legal entities of the Kyrgyz Republic;
—
participates in drafting and implementation of regulatory legal acts in the fields of PPP;
—
drafts methodology-specific documents that facilitate the effective work of public bodies and local government bodies on searching for, preparation, implementation and monitoring of PPP projects, and submits them to the Ministry for approval and subsequent application;
—
provides procedural, organizational and other support to the activity of PPP Project Financing Fund, takes part in the expert review of documents submitted to Fund for review;
—
provides procedural, organizational and other support to the activity of PPP Council in the Kyrgyz Republic;
—
makes forward proposals on initiation of PPP projects;
—
makes forward proposals on appointment of public bodies or local government bodies as public partners on PPP projects;
—
carries out an expert review of proposals on initiation of PPP projects by public bodies and local government bodies;
—
carries out project review for its feasibility, implementation within the PPP framework;
—
executes decisions of superior advisory bodies, as well as monitors the implementation of their decisions by public and municipal bodies;
—
executes decisions of PPP Project Financing Fund, and assists in monitoring on behalf of the Fund of execution of its decisions;
—
annually, not later than January of the year following a reporting period, submits a performance report for the preceding reporting period to the Ministry;
—
signs contracts with legal entities and individuals according to the targets and objectives of PPP Center;
—
carries out monitoring and evaluation of the implementation of PPP projects;
—
carries out control and provides assistance to public bodies and local government bodies in promotion of PPP projects, including in searching for and selection of potential PPP projects, implementation and monitoring of PPP projects;
—
searches for potential PPP projects based on priorities of the infrastructure development policy of the Kyrgyz Republic;
—
carries out acquisition, review and generalization of results of implemented PPP projects, identifies the most successful PPP projects for their possible duplication on the territory of the Kyrgyz Republic;
—
creates and maintains an open base of implementable and potential PPP projects, as well as other PPP initiatives;
—
involves independent advisors for preparation of proposals on initiation of a PPP project and tender documents on PPP projects, including at the expense of international organizations and funds;
—
provides methodological, organizational and other support of activities of PPP Project Financing Fund, participates in carrying out of expert review of documents submitted to the Fund for review;
—
advises public bodies and local government bodies on questions of searching for, initiation, structuring, financing, implementation and support of PPP projects;
—
develops and publishes information and reference literature regarding PPP;
—
conducts training of public and municipal officers, business representatives and all concerned persons regarding PPP;
—
provides information to concerned persons about policy, implementation of current and potential PPP projects in the Kyrgyz Republic;
—
arranges meetings, workshops, forums, conferences and other information events with the purpose of implementation of the national policy in the field of PPP and promotion of economic and legal knowledge in the field of PPP, wide distribution of information about basic aspects of PPP development;
—
provides paid services to the private sector regarding PPP, including those regarding searching for, initiation, structuring, implementation and support of PPP projects;
—
exercises other functions that are necessary to achieve targets and fulfil objectives.
